Cars older than 1976?  Why not 1960 or 1940? Bet those cars are even worse.
Only a politician or similar idiot would try and pass laws to fix a problem
that's disappearing all by itself.  Why isn't it obvious to them that fewer
of those cars are in regular use every year?
