It's an aftermarket container available in the 60s.  Can't say whether it 
was designed to fit over the control cable for the front fresh air vents in 
a Corvair, as Joe suggests, but it fits well there, especially in a 
Greenbrier.  That's where my family had ours in the 60s.  Actually, my 
guess is that it was designed to fit over the control cable for the front 
fresh air vents in any GM car of the era.  The "hook" part of it is 
adjustable, up and down.
