It's cool that your unconventional description "flippy thing" leads us
directly to the correct item and term; the "choke flapper dapper". Usually these
things get all gucked up with dried fuel, oil, dirt, carbon, bugs, and the
like. The common cure is to purchase a can of aerosol carburetor cleaner,
remove the air cleaner, and alternately spray and flip until the chokes move
freely. Clean the mechanism inside and outside of the carburetor. Sometimes a
200# gorilla has bent the little rods that sprout from each head leading to an
inop flapperdapper. Carefully bend the rods into straight sections with
tight angles (aka not bent like mangled spagetti) so that the last little 90
degree bend enters the "choke flapperdapper" nice and straight and doesn't have
to be "sprung" to get it to go into the flapperdapper's hole. When you get
all done, the springs in the head should easily and fully close the choke
plates - oops, er I mean flapper dappers.
