IANAL but would think the proper thing would be to fully document exactly 
what was done, provide it to the prospective purchaser, and if purchased 
retain a signed copy of the document. That said, there is no question that 
sometimes "restoration" becomes excessive since every thing opened up 
reveals more work to be done. Exactly when one car becomes another seems to 
be a legal question but seem to recall once brass era car starting with one 
wheel and some of the drivetrain.

Never have gotten into it but know that Florida at least has a class of 
title for "constructed" cars. Did once spend almost a year getting a proper 
title for a car inherited from a close friend.
