As long as you have an at large chapter it might work...In SPEBSQSA ( name
has changed but I have that one memorized) we have a Frank Thorne Chapter
with no local affiliation...

Actually it IS about whether CORSA might require members to join a 
local.  And it was me who brought it up, after Hank brought up the 
recurring 100% discussion.  I brought it up not because I ever expect it to 
happen, but because I wanted to stimulate thought on the point.  If CORSA 
were to require all local Chapter members to join CORSA, why should not all 
CORSA members be required to join a local Chapter?
