<VV> belt tensioner

I've had a lot of belts flip off.  Back when I was in high school (68-72), 
every time I tossed a belt, I tried to put the next one on tighter.  Using 
this system, every belt was guaranteed to last shorter then the one before 
it..  I even broke one of the generator mount ears off when prying on the 
idler pulley with a moderate length (3') pry bar while trying to get the 
belt really tight.

After I joined CORSA, I earned the secret to keeping the belt on, it's kind 
of like CORSAs secret handshake.
