Do all the below mentioned. I would guess that when you apply the emergency
brake that a failed rubber brake line is seeping brake fluid into it's 
wheel cylinder.
when you release the e-brake, it takes wheel movement to free the brake shoes
by forcing a small amount of fluid back into the almost blocked rubber hose 
line.
