YES... if you do not run Antique plates, your '68 or '69 Corvair would have to pass a tailpipe test... because I had to get my grey-market '71 Mini and my wife's 
US-spec '71 TR6 to pass. Neither was very easy, but as long as the engine is not bunring much oil, you can lean them down until they pass. Just don't go too 
far or you'll get a lean miss and CO/HC will shoot back up.

Most folks just run Antique plates on these cars. Unfortunately, IL is one of the states that actually enforces those plate restrictions on occasion.... I'm happy to 
no longer live there....
