It does NOT start on the floor, it starts at the top and works its way down. Management sets the tone, not with words but with actions.  I've seen management tell the workers that good work matters and the quality of the product is what counts but their actions never go along with the words.  The words are for the customers and the workers.  The workers see who gets rewarded for what and that's how it gets poisoned.  Once the cronyism as you call it finds its way to the floor, the only way out is complete upper management buy-in of change - which never happens.
