After sand blasting, the metal pieces should be SANDED. I have seen a lot of 
people sand blast a part than not get a smooth/desired finish. Sandblasting 
makes the surface very ruff. If the metal is sanded, the roughness is 
removed and allows a smoother finish.
 If the spray can/gun is held too far away, the paint can start to dry 
before it hits the panel, allowing a dry looking finish.
 Overspray from painting the back side of a panel, or an adjacent panel can 
fall onto a painted panel and give a dull/dry finish.
