I can only think of two effects that may apply: First, turning on the 
headlights somehow improves the radio ground (I don't see how, but...). 
  Second, turning on the headlights changes the character of the noise 
on the 12V supply.  An oscilloscope would be a useful tool in that case. 
  As an experiment, can you add a reasonable sized capacitor from 12V to 
ground at or near the radio and see what it does.
