Well - California has good news and bad news. There are no safety  
inspections, yearly or otherwise in the "Golden State". (unless you are bringing  a car 
back from "salvage".) That is an outgrowth of the lack of snow/rust  damage 
debilitating the cars. There are biennial smog checks for 1976 and  later cars. 
So Corvairs are exempt. There is a classification for Historical  Cars with 
limited use. But I don't think it's much cheaper. Registration  requires proof 
of insurance - kind of. But new registrations or transfers do  not. That is a 
loophole ready for mis-use! You can file a non-op, for most  people cheaper, 
but still a cost. But if you say it is for a "collector car" you  can get by 
without it! - Strange!
