There is not an order to the letters. The letter is there for a couple of
reasons:

1) To identify the plant of origin, which is necessary sometimes for
warranty reasons.

2) To ensure that every car has a unique VIN. 

The Corvair plants had VINs that followed the same pattern. The last six
digits are the serial number and, within a given year, the serial numbers
all started at the same number (not counting Canada, which also did not use
a letter since there was only one plant).

So, it's possible for two cars' VINs to vary by only the plant code letter.
That would of course mean that they had to be the same model and year.

OK, if each plant has its own letter, what is the order of those letters,
and are the numbers "shared" between them ?
