<VV> Turbo carb issues

Fuel out the carb inlet is a classic flooding condition. As mentioned
previously, the turbo carb is especially sensitive to fuel pressure and
it rears it's ugly head mostly on an extended idle. The fuel return
line bleeds some pressure but I found it necessary to use a pressure
regulator as well. After you keep the fuel at the proper height in the
bowl the whistle might go away.

Are you talking about the throttle return spring?

Sounds similar to a problem I had with a carb I refreshed. I put the
assist spring on wrong and gas would actually come out the draft holes
on the side of carb.
