Sounds like a restrictive exhaust system .... boost in manifold, but the
engine is not digesting the boost.

A turbo system is like a balloon with a little tear in it ... if the exit
hole ( engine ) is using up the air being blown into the balloon, it will
show * little * boost ... if the exit hole is restricted ( small exit hole )
not much is lost and the pressure in the balloon will increase toward the
source pressure.

Now, if his car does the quarter in about 13 seconds, showing 20 psi boost,
please disregard the above anal-alysis ... (g) ....  it[s just probably
another one of those dang alternate universes ...
