To add to what Harry said--look closely at the base of the dash.  The 67-69 
have a much heavier and bigger (because the 67-69 column is larger in diameter) 
three bolt mount to anchor the passenger end of the column so it can collapse 
when the driver's body hits the steering wheel in an accident.  Any retrofit 
of the earlier column would involve shimming the thinner 65-66 column--and you 
must be careful to keep the column aligned so the shaft isn't deformed when 
turned.  A steering shaft that flexes everytime you turn the wheel is going to 
break sometime.
