Brandon-
Most gas tanks rust from the inside out. Any water that makes it into the 
tank doesn't mix with the gas and lays in the lowest part of the tank and 
slowly rusts thru the tank. The tanks are galvanized, when new, but that 
doesn't last forever. Unless the tank is really thin it can be coated inside 
with tank sealer to prevent any future leaks.
