If memory serves...which it might not
 
Congress passed laws in the mid to late 70's to protect the US auto  
manufacturers. These laws basically limited the number of vehicles of different  
classes that could be imported. A result of these laws caused many Foreign  
companies to open factories here. Another result was for companies to import  early 
SUVs without interiors so they would be counted as trucks rather than  
passenger cars.
