This can't be. TDC must occur when the timing mark is at or near the 0 on  
the scale. Have him rotate the crank CCW until the timing mark is at the 0 and  
at the same time he feels the compression with his finger. Then he is really 
at  TDC.
Then insert the distributor so that the rotor is pointing to the #1  terminal 
on the cap. If the dist wont go in all the way, rotate the oil pump  with a 
long handled screwdriver to locate the notch so that the dist will seat  all 
the way with the rotor pointing to #1.
