Two comments:

1500 is more like fast idle on full choke.  If the carb shafts are worn 
it may be tough to get below 1000, but you should be able to get there 
at least.  Spec is 750 as I recall.  850 or so is tolerable if you have 
good carbs.

Tire size is good for a street car, those are quite close in diameter 
to stock.
