brake tubing does rust from the inside where you cant see it also!!!!!!!!!  
so to be safe , replace it all.  it only acts up when you need it the  most.  
only safe way is to do the whole brake system and put silicone fluid  in it.  
you have not lived until you have a few years of inspecting cars in  the salt 
city area.  push on the pedal hard on a 10 year (or younger!  )old nice looking 
car and have the pedal go to the floor as the customer  watches...
