Swamp coolers only work in dry (no humidity) climes; any humidity, forget 
it.
The one's I've seen for cars, hang on the pass. window, look goofy, and 
doubt they'd work very well at all. Remember, an automotive A/C setup is 
pushing 2 tons (24,000 BTU). , hard to get that with an automotive swamp 
cooler.
