It would seem logical that such a "distortion" would reduce the clearance at
that point and cause a uniform increase in drag throughout the full rotation
(unless of course there is an out-of-round journal.)

 

I think it's more of "tolerance stack" issue that simple makes MINOR
imperfections in say the journal concentricity give you a "hitch" in a
portion of the rotation.
