<VV> 65 headlinghts go off

If the lights flash on and off, I would suspect the breaker in the light 
switch. This sounds more like the dimmer switch.

But it could still be the headlamp switch. And yes, it is not an easy 
replacement, but can be done without removing the whole instrument cluster.
