<VV> Monza 900 carb

While cleaning the carbs on my '63 Monza I noticed a part which I don't 
recognize as to it's function.  When in idle position, the actuating 
lever containing the idler screw comes into contact with a small rubber 
tipped spring arm which when contacted opens and allows air to enter the 
base of the carb. What is its purpose? On one of the carbs the extension 
arm is missing so there is no contact made during idling. Is this type 
setup normal?
