It's a vapor vent to release fuel vapor pressures caused by a hot idle and  
fuel percolation. the vapor vent was added to all 1964 and later primary  carbs.
 
 

On one  of the carbs the extension 
arm is missing so there is no contact made  during idling. Is this type 
setup normal?
NO. it apparently was messed with by a PO
