Hi Jon,
I really don't know where to start. You don't indicate what procedure are you 
using to set the valves. Are you doing a cold adj? if so, are you following 
the Shop Manual?
What part of that procedure don't you understand? According to the SM, you 
set the crank at zero timing with the #1 plug firing and set the valves as 
specified. Then you rotate the crank CCW exactly 360 degrees until it's at zero 
again and set the second batch of valves according to the SM. Are you doing that?

For the adjustment, loosen the rocker enough to allow an END-TO-END movement 
(in and out) of the pushrod. Then slowly tighten the nut until the movement is 
reduced to zero. That will be the zero lash point. Then tighten the nut 1/4 
to 1/2 turn and you are done with that valve.

Please follow this procedure. If you are already doing this. Then please 
discuss the problem further.
