Yes, both are normal..  oil cooler drains down.....Just like a trans   check 
after driving for exact level.

Lifters are horizontal....  typical bleedoff!    Thinner oils pump up 
FASTER...BUT BLEED DOWN SOONER...

try cranking the engine until the TEMP / PRESS  goes out...  then step on 
the gas pedal  to set the choke[s]
