Smitty says:  Cliff the problem with your wiper speed may be a dirty Commutator on the armature.  Don't know how common that might be but it had mine slowed way down.  I undercut the mica and polished the commutator and the wipers really came to life.  Don't know about Lates wiper speed, but the 2 spd wipers on Spike would start scattering parts if they ran any faster on high.
