That would be Clark's part number C9391 on page 69 of
their catalog... 23.20 per 1 pint can. It is brush on
paint, just designed especially to stick to galvanized
metal, and if you use the whole pint, you will have
applied 3 to 4 complete coats on both sides of the
tank.(Which I would suggest) 
It is a long-fiber urethane epoxy type paint, that
will leave a textured look to the tank... When dried
you can feel the coarse nature of it, and hard as a
brick at that point. 
Though it is pricey, it is as Garth says, the
stickiest stuff I ever applied... If you get it on
you, gas the spot instantly for best chance of
removal. Also, the brush you use, don't even think
about using it again, for it ain't worth the effort,
even if you could clean it.
I used 4 of these pint cans, aside from the one I put
on my new tank, to start the undercoating project of
my car, as to have a nice hard textured surface to set
the foundation for my next few coat of brush on
undercoating. 
All in all that paint is the best stuff to use on a
lot of things under the car, but in specific, will
stick to even galvanized new tanks, like nothing else
out there. I highly recommend it, though pricey, some
things are worth the extra cabbage. (I felt my car
was/is worth the little extras, provided they are
really good extras.)
