Gary:  the opposite is also true.  I am glad NY
doesn't have emissions requirements for the oldies.

This computer stuff has gone overboard in my opinion
and that's one reason I drive a Corvair.

Two of my modern cars got the "check engine" light,
were running perfectly, got decent fuel milage and
were in perfect mechanical condition.  Each car needed
close to $2,000 in work to repair the electronics. 
Needless to say I got rid of both of them before I
would shell out that kind of money.

At least part of this whole emissions stuff was, in
this writer's opinion, designed to net both the dealer
and the manufacturer, hefty profits off the backs of
consumers under the guise environmental
responsibility, which is in of itself a good thing. 
But I am sure emission controls could be done in a way
where the customer doesn't get ripped off for
thousands of hard earned dollars to fix a sensor,
especially after having shelled out five figures to
purchase the vehicle in the first place.

One solution of course is to sell the car after the
emissions warranty expires.

As far as Safety Inspections go. Over the years I have
worked doing 
state
safety inspections here in NY. I could go on for hours
with the horrors 
I
have seen go through the shop, and the attitudes of
the owners. Cars 
with
bald tires with threads hanging out. Flexible brake
hoses bypassed with
metal lines. Brake lines pinched off or replaced with
fuel line hose 
and
hose clamps, frames repaired with body filler, and on
and on. And 
owners
who respond they atre getting rid of the car anyways
and don't want to 
put
any money in it, and just need an inspection to last
them a few
weeks...........

Sorry to say, but I would expect 80% of the owners out
there are 
oblivious
to the condition of their cars and don't do anything
untill it
fails..........
