If the seat doesn't need to be secure when an adult is in it why must it be  
if there is a child in it.  I rode in the back of a Vair while growing  up.  A 
66 with folding rear seat.  I agree that the rear seat should  be secure but 
this is not just a child restraint issue.  Anyone in the rear  seat is in 
jeopardy really.  My front seats fold forward too.
