a good place to start is at the wheel. remove the ring assembly and try  
shorting the button to the metal area on the edge of the wheel. if it works ,  
clean the rust off it and rough the edge of the metal disk with sandpaper.
drilling 61 heads for chokes is not that easy to do , plus no slot in  bottom 
for the choke spring (no biggie but) turbo heads drill easy for carbs and  
have the recess .
if the cable is still ok i would put the handchoke covers on late bottoms.  
put the late floats on it with the assist springs also.
