I'm attempting to do a thorough cleaning job without
removing the engine.  All the other shrouds are off,
but the shop manual says the exhaust manifolds have to
come off before removing the front shrouds.  I don't
want to believe it.

Those shrouds can be removed, though it's no picnic and they may be slightly
bent in the process.  They snuggle onto a "W" shaped feature on the block
and that connection pretty much wants to be pulled horizontally outward.
The "C" cut for the exhaust manifold prevents that motion.  You can kind-of
tip and rotate the shroud forward and up from the upper-outboard corner to
get them off but it will take a mallet to get it off and back on.  It's no
big deal to pull the manifolds.  If your exhaust stacks are loose, you'll
want to address that for heater safety anyway.  If you are afraid of the
manifold to exhaust crossover connections, leave them together and pull the
manifolds and exhaust system as a unit.
