More than likely.   If it can crank out enough power to spin a 
starter motor, it should certainly be able to spin a motor hooked to 
a fan long enough to last during an autocross, and maybe a road race...

Hell, at less than 20 bucks a pop, you could keep several on hand as 
spares, swap 'em out.    Charge the drained ones at your 
convenience.   All you need is a good motor to spin an efficient fan.
