In response to the question on changing idle speeds...check to see if there is any gas dripping into the carb. This will cause the idle to flucuate as it drips into the head. If you see any, you could have a leaky float, dirty or cocked inlet needle, loose inlet seat, too much fuel pressure, or an idle speed screw that is turned in too far, etc.
