I don't know about the voltage, I would think a battery charger would be
okay.  The important thing is that it has 60 Hz, or it fires a burst 60
times per second. 

At 1200 RPM, the distributor rotates 600 times. 
Each time the distributor rotates once, the coil fires 6 times.
So, at 1200 RPM the dist rotates 600 times and the coil fires 3600 times,
(6X600)

A device that sends a pulse 60 time/sec (60Hz) will pulse 3600 times in a
minute.  Hence you dial your tach to 1200 RPM
