I would be glad you out on that 67 column. First it
sounds like you are missing the two outer covers that
bolt directly to the upper shaft. They are usually the
color of the shaft, and are plastic, long, half-moon
shaped covers, made of plastic. (They actually bolt to
each other to hold on to the shaft, from the bottom
up, to conceal the screw holes.) They allow coverage
when tele is extended. These covers are on all columns
and apparently are missing on yours. 
As I said though, I have had mine apart several times,
and could just about do it in my sleep, and in fact,
to me, tele's are a lot easier to work on. Cause for
tone the directional switches are easier to get in and
out. Sure there are a few more parts to deal with, but
not bad once you do it successfully, one time... It
becomes clockwork after that.
