Back in the 1970's there was a company in Souther Cal that sold fibreglasss  
spoilers for many smaller European and Japanese cars - Opel 1900s and Datsun  
510s, Their spoilers stopped about 4" from the ground and they included in the 
 kit a length of 3" rubber material - reinforced with fabric, sort of like a 
tire  section, but uniform. Also included was a length of aluminum strip that 
mated to  the lower edge of the spoiler and cartured about 3/4" of the rubber 
and clamped  it to the bottom of the fiberglass. It would fold back when 
encountering a  Concrete parking bumper, but hold up well into the triple digits on 
the road. 
I remember their ads in Road & Track.
