a neat pump for this type of lube can be found at marine suppliers   
cheap(around $6). its plastic and fits on gallon jugs.  i have 2 , one on  synthetic 
gear lube , another on a mix of i can stp with 90 w texaco .i also  have a 
bottle that lucas gas stabilizer came in for pouring 90 into gear boxes  on 
snowblowers etc that would work well on steering gears.  it has a small  spout with 
a cap on a quart bottle.
 i would rather fix the problem with a steering gear than mask it with  
grease .  make sure the shaft bushing is tight enough to accept a (new  seal) not 
all that hard to do. at least check it for play etc (pitting from rust  ...move 
the seal or bush the shaft)  ultimate is a rebuilt box from our  fine vendors 
, then you know its right.
