That is where I would begin. With the car level, pour a oil bottle cap full 
of gas into each carb. Move throttle linkage to make sure choke closes 
fully,  then try to start. If it starts and dies after a few seconds you 
are not getting fuel. Could be as simple as some dried out gas from what 
was left in the bowl blocking the jet.

Next step is to pull the gas line and connect a rubber hose into a bottle. 
Crank and see if any gas comes out. If so the carbs need to come apart and 
get cleaned out.
