I've had good luck using a wire wheel on a bench grinder to clean these 
two parts up. That is once you beat them apart! ggg

Paint the mounting part, use new bushings and grease the shaft part. It 
needs to move freely. There may have been some mill coating on the steel 
before it was stamped, but most of our eastern ones are rust colored.
