Happened with my 68 Monza Convertible as well. In my situation, I was able
to find a large enough fender washer to span the rusted area and was able to
tack weld it in place. Appearance isn't critical, unless you're shooting for
a Senior Division show car, so even if you can't find a fender washer large
enough, fashion a new small panel from some old sheet metal and then back it
up with the fender washer.
