<VV> Parking brake cable question

Help! I am replacing the broken forward parking brake cable on my daughter's 1964 Spyder. The instructions say to remove the one pully at the center top of the toeboard (the one that is shared with the clutch cable) and thread the cable thru all the pullys then reinstall the one pully. But I can't figure out how to get the cable on the pully near the base of the steering column (the first pully after the parking brake handle).
   
  Can the pully be installed without removing that pully? If so, how? It looks pretty difficult to remove the cotter pin to remove the pully (not much room above the pully).
