i have replaced the line behind the tank many times without removing the  
tank. cut the ends off close to the fitting , use a socket to remove the  
fitting. yank and twist the line until it comes loose from the clips..  use  the line 
to estimate the length of the new one. add a few inches. i put a slight  bend 
on the end so the fitting stays semi in place.  then push and twist  until 
you can pull it out  the other side.  i found that pushing from  the right side 
to the left works best. get the left side installed .  check  for clearances 
around the steering shaft.  push it in place with a longggg  screwdriver 
carefully , so you don't dent or kink the line. i add a dab of  sillicone rubber at 
both ends near as i can reach  by the floor to hold it  from rattling.  it 
sounds like a lot , but it goes a lot quicker and easier  than the "correct" way. 
  crude , but is safe if you use common sense,  and works well .
