<VV> electrical problem help

just bought 1964 4 speed coupe. non running. rebuilt carbs, changed oil,  
plugs, points, using cheater gas tank(1 gal gas container). put new battery in  
turned key no current. big red wire has current fuse box has current, so why no 
 current to switch. thanks for all help.
