Garland,
It sounds like things are confused. The choke pulloff is that small vacuum  
unit that mounts on the carburetors. The 1962 and later heads (exc turbos) ALL  
had holes drilled for the choke rods and pads for mounting the choke coils 
below  the rods. if you are missing the choke holes, the easiest thing to do 
(IMO) is  to swap heads.
