How do you figure, Ron?  The heat from the bottom of the engine should clear
your windshield very quickly, unless, of course, you just drove through a
deep puddle of water.  Even if that is the case, I don't really see how the
upper shroud air would help, because once the water gets into the system you
need heat to vaporize it.

All I know is that on my 1964 sedan with a completely rebuilt and perfectly
working fresh air heater, I never use the "Air" control - it just doesn't
add anything useful.

The kick panel vents don't help your defroster one bit and that's what that 
upper shroud duct is for.
