According to the Corvair Basics book, what's now Uniroyal designed the 
tires for the EM and then GM shared the design with its suppliers. No 
doubt, low bid meant something to GM but only a few European cars even 
made radials standard or optional in the early 60's.

My '63 Triumph Spitfire did not have radials standard [I bought mine in 
'67 but never did get radials for it] or as optional equipment. The 
first Spitfires had a swing axle suspension, too.
