Reverse electrolysis comes to mind ... however, we need a metal-ol-o-gist to
tell us which way to hook the plus and minus clampbs, also if we should
dribble an electrolyte down  the joint.

I love to guess, so with full ignorance,  I would guess hook the negative
lead to the steel, and the receiving, positive lead to the aluminum.  not
over 1 amp, that might be too much ( need 1 cell, a flashlight battery might
do it ) ...and yes, to the electrolyte ( maybe lemon joice ?? or bi
carbonate of soda in water  ??  again, help experts ... )

Set entire mess out in your driveway so it won[t catch your garage on fire.
